  1. In a saucepan, combine the water, cardamom, cinnamon stick, cloves, and ginger; bring to a boil.
  2. Reduce heat and simmer for 5 minutes to infuse the spices.
  3. Add the tea bags or loose tea and simmer for 2 more minutes, then turn off the heat and let steep for 3 minutes.
  4. Add the milk and honey, then return to low heat, stirring until warmed through and frothy but not boiling.
  5. Strain the chai through a fine-mesh sieve into two mugs.
  6. Add a pinch of black pepper on top if desired and serve hot.
