  1. Preheat oven to 350°F (175°C) and line a 9x13-inch baking pan with parchment paper, leaving overhang for easy removal.
  2. Melt butter and chopped chocolate together in a saucepan over low heat, stirring until smooth; let cool slightly.
  3. Whisk in granulated sugar and brown sugar until glossy.
  4. Whisk in eggs one at a time, then vanilla, until the batter thickens and lightens slightly.
  5. Sift flour, cocoa powder, salt, and baking powder over the batter and fold in gently until just combined.
  6. Fold in chocolate chips, then pour batter into the prepared pan and spread evenly.
  7. Bake 28-32 minutes, until the top is set and a toothpick comes out with a few moist crumbs, not wet batter.
  8. Cool completely in the pan before lifting out and cutting into squares.
